Other than the Security Bureau 9th Division and 11th Division, the Security Bureau has one more power that not many people knew about. This power was the Security Bureau 13th Division.

The Security Bureau 9th Division and the 11th Division all practiced internal energy and made up the absolute force of the Security Bureau. In addition, this Security Bureau 13th Division was like an ‘inconspicuous mountain that did not leak any water’, and all of their members trained their physical bodies. Its members were all created from using the A1 and A2 gene medicines, and as for the A3 medicine, although they successfully developed it, its production costs were too high and was thus not used extensively.

Although the Security Bureau 13th Division had nearly 100 third-rank experts with powerful physical bodies, compared to Security Bureau 9th Division and 11th Division, the difference was still quite large. Now, however, the Security Bureau 13th Division did not receive any important tasks anymore, and this was due to the appearance of the B1 gene medicine changing everything.

Fourth-rank experts were still considered absolute experts even within the underground world, and were considered Xiantian level. The country’s total expenditure towards the Security Bureau was only several billion dollars. The majority was used on secret spy services, and although the efficacy of the Security Bureau was quite good, they were still only given 500 million dollars. The main function of the Security Bureau 13th Division was researching the life sciences, and the majority of the funds were used on researching. Typically, the research work would use up around two to three hundred million dollars. Because of this, the Security Bureau 13th Division could only produce thirty fourth-rank experts a year.

Because all of these fourth-rank experts depended on the powers of their physical bodies, the peaks of their powers were rather short and only lasted roughly 10 years. Because of this, the Security Bureau 13th Division could only have 300 fourth-rank experts at most during a single period of time.

However, the Security Bureau 11th Division had several dozen fifth-rank experts, and three to four hundred fourth-rank experts. The most important thing was that they were experts that cultivated internally, and so the higher their age was, the stronger their powers became as well. Some of the old farts that persisted on living even reached sixth-rank within Security Bureau 11th Division.
