[226] On December 22, 1819, the House of Representatives pa.s.sed a resolution directing the Secretary of War, J. C. Calhoun, to prepare a system of martial law and field service. His report was communicated to the House on December 26, 1820, and was ent.i.tled _Systems of Martial Law, and Field Service, and Police_. It is composed of two parts, namely, _General Regulations for the Army_, and _A System of Martial Law_.
