In the 21st century, a “democratization of information” occurred due to the global spread of networks.

As a result, it became difficult to completely conceal information uploaded to the internet and dictators.h.i.+ps and police states were in danger of losing control. Also the hereditary communist dictators.h.i.+ps in Southeast Asia and the Middle Eastern military states either disappear or follow a path of system reform in the first five years of the 21st century.

Conversely, communication troubles, domain attacks by hackers, network crimes, and cyber terrorism have increased in line with this “information democratization”. In addition, the worsening of the diversification of the means of communication became apparent.

In September 2002, the “World Network Council” or WNC, was established as a subordinate organization of the United Nations.

In January 2003, the WNC winter meeting was held.

However, due to differences in each country’s expectations and different levels of interest in dealing with security, the difficulty of accommodating all interests was revealed, resulting in the general meeting showing the limits of the WNC.

“h.e.l.lo, WNC” is an extremely vicious computer virus created to fool unsuspecting WNC authorities.

At the end of the winter meeting, the virus spread around the world, with tens of millions affected worldwide.

This program uses a bug in the server’s mail-handling to skillfully invade other hosts to alter or erase their contents and it has a level of infection that is not comparable to conventional viruses.

In addition, this virus has the merit (or demerit) of being “extremely easy to modify” for those skilled in the art, and the fact that the subcla.s.s virus was crushed and overwrought also contributed to the increase in damage.

“h.e.l.lo, WNC” is treated as the first case where online crime becomes more complex. This incident has triggered public opinion toward the enactment of the Network Security Law.
