This was a paradoxical problem, to touch a Law one needs at least Nirvana rank cultivation. But only Firmament Laws can exist without support from an energy source. So, even reincarnation is useless. Because you wouldn't be able to support your laws.

According to Raizel's calculations and predictions, Law cultivation is should also be separated in fave ranks. The last two ranks are only mentioned in Raizel's theories. Even he had never seen or heard of Firmament ranker much less the last one.
